• ⁠⁠Others, like Riau Islands and Bali, still see emissions rise alongside growth
• During COVID-19, most provinces fell behind, showing that progress so far is driven by policy, not structural change
• Energy efficiency and cleaner energy are key to low-carbon manufacturing. Jambi shows how it’s done!

The big takeaway? One-size-fits-all national averages don’t tell the full story. Every province has different challenges.
